The rights and conditions of use of the data haven't changed. You still have all the necessary access rights as well as the right to modify, improve and redistribute. As mentioned in the previous licence, you still have to attribute the source of the data to Environment Canada as well as make sure that it must be easily identifiable for any individual given access to your services and/or products that the source of the Data is Environment Canada. The conditions of use of the data are not changing, and the terms and conditions of the version 1.0 of the licence are compatible with the updated version 1.1.
